Kigali Declaration for the promotion of sanitation on the continent

For this, we must mobilize financial resources and implement the strategies. Mechanisms do exist. To prevent any obstacles, it is important to have strong leadership and management based on data consolidation, with inclusion that incorporates gender, the disabled and other special groups. And we must not forget this inclusion.

The knowledge is gained and it will take changes in attitudes to have behaviours needed to promote sanitation. Finally, there are issues of innovative technology and dissemination of the skills. The focus here is to consider if the strategies are understood by all, and if they are appropriate. And if there are gaps, ensure they are rectified.

Contexts differ among states, according to the 17 African ministers in charge of sanitation. In this spirit, we will report requests. How and by whom? The next step is that of how to respond to capacity building. It is true that some countries have learned the success of others and have appropriate best practices. But other countries have not benefited from such processes.

How to coordinate and make the process of appropriation efficient?

The answer is planning. How to organize the provision of mechanisms for capacity building? How to ensure division of labour, implementation of programs, policies and strategies – while availing the resources and ensuring quality? How to attain sustainable capacity building and maintaining the sustainability of such services?

First at the district level, what skills do you have? This is where there is perceived lack of capacity. How to coordinate and harmonize capacity building? The fact is that often there is lack of resources and coordination.

The most important aspect is how to institutionalize the capacity building. To answer this, one must know that we need to improve the general abilities and skills needed. It also necessary to improved the institutional side including creating incentives.

For this, we will strengthen the learning. It will develop human resources, work tools and we will introduce new lines of thought. Some countries began within this framework.

There is this need to insist on a broad concept of capacity building. One must train, motivate, create mechanisms extended to several levels, from different angles such as markets, jobs, exports of experience in capacity building, etc…

Perhaps the time has come for countries to educate themselves from each other, learn from the experiences of neighbouring countries. (End)
