Kigali: Distancing itself from other opposition coalition partners, the Green Party has dismissed allegations in the leaked UN report that the Rwanda Patriotic Army soldiers – now Rwanda Defense Forces had a plan to exterminate Hutus in DR Congo.
“It was not RPF policy to kill HUTUS,” said embattled party leader Frank Habineza. “The then rebel Rwanda Patriotic Front/Army (RPF/A) was fighting with Government Soldiers.”
The yet-to-be registered Green Party is a member of a troubled loose coalition of three opposition groups including FDU Inkingi of Ingabire Victoire and a splinter faction of PS Imberakuri for Bernard Ntaganda.
Both Ingabire and Ntaganda have repeatedly accused the RPF/A of having planned and carried out massacres targeting civilians both in Rwanda and across in DRC. The allegations have been similar to those contained in the now controversial draft UN report.
But Frank Habineza, who claims to have had allegiance to RPF before leaving to form the Green Party last year, says the “RPA who soldiers killed [innocent civilians] were severely punished and some evidences are available”.
“It may be possible that not all were punished. Investigations can be made and those who committed crimes against humanity be brought to book,” he said in a statement.
The Green Party says it will set up a Truth and Justice Commission to “resolve this problem and bring about genuine reconciliation in the Rwandan people”.
