President Kagame received Ambassador Valentine Rugwabiza, the UN Secretary-General’s Special Representative for the Central African Republic and Head of MINUSCA, along with Lt Gen Humphrey Nyone, MINUSCA Force Commander, who are in Rwanda for the International Security Conference on Africa (ISCA).
