The Chamber of Deputies passed tax-related laws

During its session on 28 and 29 April 2025, the Plenary Sitting of the Chamber of Deputies passed seven laws focusing on new taxes and levy reforms. These legislative measures aim to enhance domestic revenue mobilisation, essential for achieving the National Strategy for Transformation (NST2) objectives. The reforms are designed to foster a self-sustaining economy while minimising the burden on Rwandans.

The adopted laws include:

Law establishing an environmental levy on imported items packaged in plastic materials

Law establishing a tourism tax on accommodation

Law establishing the levy on petrol and gas oil for the establishment of strategic petroleum products reserves

The law establishing the levy on petrol, gas oil and motor vehicles for road maintenance

Law amending Law nº 027/2022 of 20/10/2022 establishing taxes on income

Law amending Law nº 049/2023 of 05/09/2023 establishing value-added tax

The law establishes the excise duty. (End)
