As articulated by the Constitution and the law, on 05 December 2022, both chambers of the Parliament of Rwanda concluded the first ordinary session of the year 2022/2023.
The President of the Senate, Dr Iyamuremye Augustin stated that during the just concluded session, the Senate continued discharging its mandate in line with its specific responsibilities of monitoring the application of the fundamental principles provided for by article 10 of the Constitution of the Republic of Rwanda.
He also noted that Prime Minister Dr Ngirente Edouard presented before the Plenary of both Chambers the actions of the Government on trade with a focus on export promotion.
Among other things, the Plenary Sitting of the Senate adopted four 4 organic laws including the organic law on public finance management and approved the Committees’ reports including the report of the Political and Governance Committee to oversee the activities of Political Organizations in capacity building of their members.
On the side of the Chamber of Deputies, the Speaker of the Chamber of Deputies Mukabalisa Donatille outlined activities carried out by the Chamber of Deputies, particularly the field visits in all Districts in which all Members of Parliament participated to oversee Government programs with an emphasis on special categories of citizens.
Speaker pointed out that the relevances of 11 bills have been approved, 12 laws were voted and some of them were sent for promulgation, and others are still under committees’ consideration.
In line with the responsibility of oversight of Government activities, Speaker Mukabalisa said that the Minister of Infrastructure and Minister of Family and Gender Promotion appeared before the Plenary sitting to explain gaps found in water and electricity accessibility and roads construction and maintenance, and on the family conflict issues respectively.
She added that the Plenary Sitting was satisfied with the measures and strategies provided by the Ministers to solve the issues raised and she noted that the Chamber of Deputies would continue to assess the implementation of those measures and strategies.
In this Ordinary Session, the Parliament of Rwanda successfully hosted the 145th Inter-parliamentary Union during which more than 1200 delegates from parliament across the world gathered in Rwanda. Both chambers also received reports of activities from some public entities provided for by the law. (End)
