Rwanda, Singapore discuss cooperation on carbon market

Minister Mujawamariya and Jaspal Singh

Minister of Environment Mujawamariya Jeanne d’Arc received today Jaspal Singh, Singapore’s Non-Resident High Commissioner to Rwanda.

They discussed a way-forward in implementing the existing bilateral cooperation in the environment and climate change field between Rwanda and Singapore.

Jaspal Singh also met Rwanda Environment Management Authority’s Director General Juliet Kabera. They discussed cooperation on the carbon market between both countries, following a MoU signed last year at COP28 in UAE (United Arab Emirates).

On 2 December 2023, Singapore and Rwanda signed a MOU to collaborate on carbon credits aligned with Article 6 of the Paris Agreement. The MOU was signed on the sidelines of the 2023 United Nations Climate Change Conference (COP28), and announced alongside the launch of Rwanda’s Carbon Market Framework.

Under the MOU, both countries will collaborate on carbon credits aligned with Article 6.2 of the Paris Agreement and related carbon market initiatives. This includes the exchange of best practices and knowledge on carbon market mechanisms, as well as the identification of mutually beneficial Article 6-compliant carbon credit projects that will support both countries in achieving their Nationally Determined Contributions (NDCs).
